In May 2026, CMS imposed a six-month nationwide moratorium on new hospice and home health enrollments. 800 hospice licenses have already been suspended in Los Angeles County.

This didn't happen suddenly. It's the result of a seven-year policy progression — from the first OIG alarms in 2019, through the HOSPICE Act, through expanding prepayment reviews — that has steadily raised the stakes for every provider in the country.

The moratorium is a signal that the agency's tolerance for the status quo has run out. What follows will affect compliant providers alongside bad actors.

We worked with Husch Blackwell LLP to document how we got here, what the enforcement environment looks like going forward, and what hospice leaders should be doing now.
