How Brellium Helped One ABA Provider Respond to a Regulatory Request with Confidence
Alight Behavioral Therapy trusted Brellium to serve as a partner and advisor as they prepared their state EIDBI provisional license application. They needed to produce an application robust enough to withstand state review — Brellium helped them deliver.
“In this environment, it’s essential to be able to clearly explain your compliance and quality standards. We came to Brellium to make sure our new QA policy reflects our organization’s values. It needed to be clear, complete, and leave zero questions about how seriously we take care quality. They were a great partner and together we created a policy that accomplishes exactly that.”
Regulatory scrutiny of ABA is no longer a regional story. Across the country, state agencies, federal payers, and commercial payers are raising the bar on what they expect from ABA providers. Increasingly, they're asking for enhanced documentation to prove it.
Ruth Kutcher-Bier, Clinical Director at Alight Behavioral Therapy, had been watching this shift closely. When Minnesota DHS asked Alight Behavioral Therapy to submit a formal Quality Assurance Policy as part of their EIDBI provisional license application, Kutcher-Bier had seen it coming. Alight had spent the past year building compliance infrastructure with Brellium — auditing every session note, running weekly provider feedback loops, and tracking trends across the organization.
But Alight had never translated that work into a detailed regulatory document. They wanted a partner who could serve as a trusted second set of eyes prior to submission to ensure the document would be robust enough to withstand state review.
Alight brought Brellium in to help them do exactly that.
Bringing in the Right Expertise
Brellium's team brought a deep familiarity with Alight's specific compliance workflows, and broad expertise in ABA policy across all 50 states. That combination meant Brellium could deliver custom policy guidance, with minimal ramp-up time. Every section was written specifically for Alight — tailored to their Brellium setup, their BT supervision structure, and their feedback cadence.
Brellium took the lead drafting sections core to the companies’ partnership — internal audits and case reviews — and provided guidance on language around data collection, caregiver feedback, and data security standards that reflect industry best practices.
Brellium also identified additional ways to strengthen Alight's initial outline: adding specificity around the frequency of certain compliance events, and detail about corrective action procedures, including staff accountability for noncompliance.
The final document described Alight's QA infrastructure with the clarity and specificity regulators expect: what documents are reviewed, at what cadence, and how the organization addresses errors upstream. Alight was able to partner with Brellium to create, refine, and confidently produce the necessary documents and submit them to the DHS on deadline.
“We came to Brellium not sure if this work was in their wheelhouse, and they jumped to help us respond. The process was easy and it was reassuring to have another set of eyes on this before it goes out the door.”
Alight names Brellium by name as the audit infrastructure underpinning Alight's QA program — a direct signal of their confidence in Brellium's methodology.
“As scrutiny of ABA has heated up in Minnesota, this partnership has gone from a ‘nice to have’ to a ‘must’ for our business. This project was just another example of how Brellium has helped us advance our mission of delivering quality care.”
